Odd Dial? Never seen before

Hi,
This would be an anomaly in my eyes, as we know T was out of dials as of the 90s, and no holes cases of course started going in watches after 2003 or so. He claims its been to RSC and has paperwork etc, that dial just gets me and does not make sense. Could the dial be swapped?
